SOPGEN
1. The Schedule of Powers (SOP- 2004 of WCR) other than Establishment Matter has been divided into 7 chapters and 2 appendices as given below: -
Chapter 1 -- Works Matters
Chapter 2 -- Stores Matters
Chapter 3 (A) -- Catering Matters
3 (B) -- Traffic Matters
Chapter 4 -- Medical Matters
Chapter 5 -- Public Relation Matters
Chapter 6 -- Miscellaneous Matters
Chapter 7 -- Accident & Disaster Management
Appendix I -- Powers of General Manager (Annexure II to Chapter V of Financial Code, Vol. I)
Appendix II -- Items requiring G.M.’s personal sanction.

2. The delegation of powers made in this revised “SOP – 2004” is in exercise of the powers vested in the General Manager as detailed in Annexure – II to Chapter V of The Indian Railway Financial Code, Vol. I and other Indian Railway Codes and orders issued by the Railway Board from time to time and in consultation with F.A & C.A.O. Powers have been delegated to PHOD/CHOD, S.A., J.A., S.S. & J.S. Officers in Headquarter, Workshops, Construction field Units and DRM/ADRM, J.A. Grade, Senior & Junior Scale Officers in Divisions and as per this Schedule in other than Establishment Matters.

3. The delegation of powers specified in this Schedule are made with due regard to the need for decentralization and for effective administration at all levels. The exercise of powers delegated is subject to observance of the provisions of extant rules and the cannons of financial propriety vide code Para 116, Financial Code, Vol. I.

6. If the provisions of Codes are modified through Railway Board letters, the relevant items of the Schedule of powers will also stand modified to that extent, except in respect of items in which the existing powers have been restricted by the General Manager.

7. Wherever the powers of the authorities are shown separately by their respective designation/grade, those authorities alone can exercise these powers to the extent mentioned. But where no authority is indicated by designation, then the authorities indicated in the heading of the columns can exercise the powers to the extent mentioned therein. Further the authorities concerned should exercise the power delegated within their sphere of duty.

8. Unless otherwise specified all sanctions of a financial nature affecting the Railway receipt and expenditure should be accorded only with the prior concurrence of the associated finance. The items where financial concurrence is not necessary specific remarks to that effect are given against such items.

9. No Official is empowered to suspend the exercise of or to withdraw the powers of officials subordinate to him in respect of powers delegated in this schedule and the powers cannot be exercised by any other official for or on their behalf. If any change in the delegation of powers is considered necessary, a reference should be made to the Headquarters’ Office.

10. Wherever the delegation is up to certain monetary limit, it means that the powers delegated are up to the monetary limit inclusive.

11. The items in this schedule have been numbered on decimal system. The first figure (before decimal) refers to the Chapter of the Schedule and the next figure refers to the Item. Thus “SOP” 6.14 means Item No. 14 of Chapter 6 of this Schedule.

12. If provisions of Code Rules, Instructions issued by Railway Board are in variance with the Schedule of Powers, Rules in the Code would prevail. Such cases should be brought to the notice of DGM (G).

13. Correction Slips embodying amendment to the specific items in this Schedule will be issued serially numbered and dated as and when necessary.

14. Errors or Omissions that may be found in this Schedule may please be brought to the notice of this Office. Suggestions, which will further improve the method of presentation adopted in this book or facilitate expeditious and efficient disposal of work are welcome. Such suggestions may be addressed to the Dy. General Manager through normal office channels.

s15. This delegation of powers is in suppression of all previous ones. Reference to this Schedule of Powers should be made by the code word “SOP 2004”.
