1.1     Saving of Rs. 25 crore due to Revision of Traction Tariff

 

Ø      Electricity bill savings:

 

Reduction in average unit rate for traction: As a result of continual interaction and follow up with MPERC and MPSEB, the traction tariff has reduced w.e.f. 01/01/05. The details of the energy consumption and bill paid are given below. The average unit rate of energy purchased from MPSEB and JVVNL has reduced from Rs.4.45/kWh to Rs.4.36/kWh; the total savings on this account are Rs. 9.96 Cr. during 2005-06 (Apr. to Mar.) as per details furnished below.

·        - Unit rate for 2006-07 ( Apr-May) is high due to billing of fixed charges on CD in place of recorded demand for HT consumers. Downward revision of CD is awaited from MPSEB.

 

Ø      Savings on  account of SEC:

 

The SEC for goods has reduced from 7.84 in 2004-05 (Apr. to Mar.) to 7.20 in 2005-06 (Apr. to Mar.). This works out to a saving in energy by 35.04 million units, the cost of which being Rs. 15.27 Cr.

 

The overall savings on both the above accounts are Rs. 25 Cr, which correspond to a reduction in energy bill by 7%.

 

Ø      Benefit to Railways by New Tariff Order  passed by MPERC on 31.03.06

 

          WCR, on behalf of the five zonal railways, made detailed representations to MPERC on the Tariff Petitions of the three DisComs for FY 2006-07; in the public hearing held on 20/03/06 and 28/03/06 at MPERC’s office, Bhopal,  detailed power-point presentations on the various issues concerned were made, urging the need to reduce traction tariff rate. As a result of these efforts and continual follow up with MPERC and MPSEB at various levels, the Tariff Order for retail supply for FY 2006-07 passed by MPERC on 31/03/2006 contains the following benefits in the Railway Traction tariff:

a.           Reduction in Energy Charge.

b.           Adoption of Simultaneous Maximum Demand.

c.            Load factor concession.

d.           Incentive for new Electrification Projects.

e.     No Dedicated Feeder Maintenance Charges

 

          WCR sincerely thanks Member Electrical and Chairman, Railway Board for awarding Rs.1.5 lakhs to the concerned officers and staff of WCR for achieving concession and other benefits in traction tariff as indicated above.

 

1.2    Talvadiya-Khirkiya Mainline Diversion Project

 

This was a deposit work of NHDC which was earlier carried out by Central Railway. After formation of WCR, the work was taken over from Central Railway. This work was carried out by WCR on top most priority. It included the following major scope of work: -

 

Traction portion

Track Electrification                 124 TKM

Switching station                     1 SP & 3 SSP

AT supply to CLS                     5 Stations

 

Electrical general Services

Modification to overhead power line crossing

Power supply arrangement at 5 stations

Electrification of service buildings

Electrification of residential buildings

 

Total electrical estimate for this work was Rs. 45.52 crore which includes Rs. 41.95 crore for Traction portion and Rs. 3.47 crore for Electrical General.

 

Talvadiya-Khirkiya diversion section (UP & DN) has been opened for the passenger & goods train operation from 19.05.2004.

 

By arranging prior systematic road learning training for Loco Inspectors and few drivers, it was possible to open the section at 105 km/h from the first day of opening of the section.

 

 


1.3  SIGNSAFE (A PAPERLESS LOBBY COMMISSIONED TO FACILITATE  SAFE  SIGN ON AND SIGN OFF BY THE CREWS)

 

Drivers and Assistant Drivers play a crucial role in ensuring the safety on the railways.  A special software has been developed by WC Rly for this paperless lobby.  In this system, fool proof arrangement exists for avoiding booking of drivers/assistant drivers in intoxicated conditions.

 

In the software, following major tasks are accomplished.

 

(i)    100% assurance that the breathalyzer test has been undergone by the crews.  Fuel cell sensor based breathalyzer equipments have been used.  If in the breath, the alcohol content is more than the prescribed limit, an audio-visual warning is generated and an entry in the record is also made.  After the commissioning of this equipment in Kota, 14 drivers were detected having alcohol content in their breath above the permissible limits.  As a consequence, one driver has taken voluntary retirement.  03 drivers were suitably counselled and 10 drivers were issued minor penalty charge sheets.  After the commissioning of this system, even in the social gatherings, there is a decline in the drinking cases of the drivers and families of drivers are also happy with this development.

(ii)      Guiding the crews about the latest instructions issued by the Safety, Operating and Technical departments.

(iii)     Pre-departure briefing information.

(iv)     After the journey is completed by the driver, the details about the defects faced by the drivers in his working in respect of signal, loco, track and operations etc. are entered through a touch screen and the details of defects are e-mailed to the respective controller.  After the defects are rectified, a feedback is also sent by the respected controllers to the lobby.

1.4    Gyan-Kasauti-

 

For improving the technical and operational knowledge continuously, a Gyan Kasauti Self Evaluation and Knowledge Upgradation Module has been developed on the pattern of popular TV programme – “Kaun Banega Crorepati”.

 

 

The drivers in their spare time can play and test their knowledge.  The results of Gyan Kasauti test are furnished below:

Benefits:

 

Gyan Kasauti is leading to improving and updating the knowledge of loco crew objectively in safety, operation & technical aspects of train running which ultimately enhances their overall performance on line.  Besides, poor crew are identified so that they are to effectively monitored by their LIs.  

 

Other Special Salient Features of Paperless Lobby

 

(i)       The application runs on touch screen user interface where the driver can interact by using finger only.  The driver has accessed to the system by 8-digit PF number.  With the PF number, the driver is identified.  The driver goes through the alcohol test using fuel cell sensor based breathalyzer.  The test results are stored in the memory.  After the test is successfully undergone by the driver, the same has to be performed by assistant driver.

 

(ii)      System will continue only if both drivers and assistant drivers are found to be OK in alcohol test.

 

(iii)     After the completion of alcohol test, the driver will enter his journey details like loco number, route etc. system takes date and time automatically.

 

(iv)  After entering the route details, the system will display the latest instructions.

 

(v)      Latest technical and safety instructions are displayed on the screen.  Old instructions can also be accessed if driver wishes.

(h)     After the above formalities are completed, the system will make the status as ON duty for the drivers/assistant drivers.

 

Post Arrival Reporting

 

(i)       After returning from the journey, driver will enter the post arrival information.

 

(ii)      Details of loco, track, signal and operational abnormalities are entered one by one.

 

(iii)     After completing the process, system will make the daily status as off.

 

(iv)     The defects entered by the driver are e-mailed to respective controllers.

 

(v)      Action taken on the feedback recorded by the drivers is also relayed back.

  

1.5    Other safety related initiatives taken on West Central Railway are as follows.

 

1.5.1 DRIVESAFE

 

“DRIVESAFE” is an acronym for “Digital Recording and Inspection of Voice Files for Enhanced Safety.”

 

                                     

 

As per G & SR, crew must exchange the signal aspects in the cab after sighting the same by calling out the signal aspects loudly.  Due to introduction of diesel and electric traction, it is seen that crews are at times, do not cal out the signal aspect loudly.  The LIs have been given digital recorders which records the voices of driver/assistant driver during signal calling out operations and the drivers identified for not calling out the signal aspects loudly are suitably counselled.  The summary results of this exercise are given below.

1.5.2 ROLL ON SAFETY ITEMS

 

Number of periodical “safety drives” have been launched on Indian Railways for loco crew. The crew are either counselled verbally and through leaflets during these drives. The existing system of counselling is subjective and not proactive to crew.  It is roll on safety slides, which is an innovative thinking to prompt loco crew on various visual graphics on safety available at single window. This innovative thing has been commissioned in Crew Lobby of Kota. A photograph of the roll on safety item is given below.

 

 

 

1.5.3 GLOW SIGNAGE INSTRUCTIONS

 

Normally in the crew lobbies, safety instructions printed on papers are provided. These printed instructions on paper deteriorate with time and look shabby. In their place, in Kota crew lobby, colourful and eye-catching glow signage instructions made of flex sheet with proper lighting have been provided. These glow signage boards display the important safety instructions on the safety items like brake continuity test, whistle codes, safety slogans, temporary caution orders enforce and action to be taken by train crew during foggy weather and to prevent rolling of trains etc. A photograph of glow signage instruction provided at Kota lobby is given below: -
